Online Scams in Germany: Complete Guide 2026

Germany's Federal Criminal Police Office (BKA) reported over €10.3 billion in cybercrime-related damages in 2025, with online fraud representing the largest category. Germany's strong economy, high internet adoption rate, and widespread use of digital banking make it a premium target. Scammers tailor attacks to exploit Germany's specific institutions, payment systems, and cultural norms.

DHL and Package Delivery Scams

Germany is the largest e-commerce market in Europe, and DHL is the dominant parcel carrier. Fake DHL delivery notifications — "Ihr Paket konnte nicht zugestellt werden" ("Your package could not be delivered") — are the most common phishing scam in the country. Messages demand small fees (€1.99-€3.99) and link to fake DHL pages that capture payment details.

"DHL: Ihr Paket #DE4392847 wartet auf Zustellung. Bitte zahlen Sie die ausstehende Gebühr von €2.49 unter: [phishing link]" — A typical DHL phishing text. DHL does not request payment via text message for delivery fees.

Scammers also impersonate Hermes, DPD, and GLS. Track parcels only through the carrier's official app or website. DHL tracking is at dhl.de — never through links in messages.

Banking and Sparkasse Phishing

Germany's Sparkassen (savings banks), Volksbanken, Deutsche Bank, Commerzbank, and ING are all impersonated. Phishing emails about "TAN-Verfahren" (transaction authentication) updates, "photoTAN" reactivation, and "pushTAN" verification are especially effective because German online banking relies heavily on these authentication methods.

German banks will never ask you to reactivate your TAN method via email link. If you receive such a message, contact your bank directly through the official app or by calling the number on your bank card.

Finanzamt (Tax Authority) Scams

Fake communications from the Finanzamt (tax office) promise tax refunds or demand payment for alleged tax debts. These scams increase during the Steuererklärung (tax return) season. The Finanzamt communicates primarily by post, not by email or text. Tax refunds are processed through your filed return and deposited directly — no links or verification needed.

Fake Online Shops

Germany has a significant problem with fake online shops — professional-looking websites selling electronics, fashion, or furniture at steep discounts. These shops accept payment via Vorkasse (bank transfer) — Germany's preferred payment method — and never deliver the goods. Once the transfer is made, recovery is nearly impossible.

Check shops on the Trusted Shops seal, look for an Impressum (legally required for German websites), verify the company's Handelsregister (commercial register) entry, and be wary of shops that only accept bank transfer.

Subscription Traps (Abo-Fallen)

A historically common scam in Germany: websites offer "free" services (streaming, genealogy research, IQ tests) that actually sign you up for expensive subscriptions. While the Buttonlösung (button solution) law has reduced these, they still operate, especially targeting older internet users.

Reporting Scams in Germany

  • Polizei: File a report (Anzeige) at your local Polizeidienststelle or online at your state's Onlinewache
  • Verbraucherzentrale: verbraucherzentrale.de — consumer protection advice
  • BSI: bsi.bund.de — Federal Office for Information Security
  • Internet-Beschwerdestelle: internet-beschwerdestelle.de
